But if you are learning Mandarin in Taiwan with the goal of staying beyond the language school phase, the certificate is not an endpoint. It is a document with concrete uses: in Taiwan’s work permit points system, in APRC applications, and in the job market. Those uses vary by level, and understanding them before you register changes which band you should be targeting.
This guide is for learners who already plan to take TOCFL (華語文能力測驗) and want to understand what each band is worth outside the examination hall.
How Taiwan’s Work Permit Points System Uses TOCFL
Taiwan’s Ministry of Labor operates a points-based evaluation system for overseas Chinese and foreign graduates who want to remain in Taiwan to work after completing a degree at a Taiwanese institution. The system scores applicants across several dimensions — salary, education level, language ability, and work experience — and requires a minimum of 70 points out of 200 to qualify.
Language ability is the second-largest single category, worth up to 30 points. Salary is the largest at 40 points. The threshold that unlocks language points is TOCFL Level 3 (Band B, B1). Scoring at B1 or above adds language points to your application; the higher your level, the more those points contribute.
This matters because 70 points is a threshold, not a target. Many applicants find themselves close to the cutoff. Language points are among the most controllable categories — unlike salary, which depends on your employer, or work experience, which accumulates slowly. If you are within 10–20 points of qualification, a Band B certificate can be the difference between a qualifying and non-qualifying application.

The 2026 policy update also introduced a two-year open work period for qualifying foreign graduates, during which they can work without a traditional work permit. What Taiwanese Employers Actually Think
Taiwanese employers have no unified standard for how much weight to give TOCFL certificates. Two patterns hold consistently.
First, the certificate is most useful in roles where Mandarin is the working language. If you are applying at an international company operating in English, TOCFL is an optional differentiator. If you are applying for a local-market role — sales, account management, customer success, or operations at a Taiwanese-owned company — TOCFL becomes one of the few ways a non-native speaker can credibly signal Mandarin ability to a sceptical hiring manager.
Second, Band B is the functional threshold for employment purposes. Band A signals classroom-level proficiency. Band B signals that you can operate in a Taiwanese workplace without becoming a communication liability. Band B, Level 4 (B2) is stronger than Level 3 (B1) in a hiring context because it places you in the upper-intermediate range that most local-market employers associate with independent professional use.
The 104.com.tw platform — the largest job bank in Taiwan — explicitly recommends including TOCFL scores on your résumé alongside work experience and education. That recommendation carries most weight at B2 and above. If you are applying for roles in tech, finance, or manufacturing with a Taiwanese firm, list your TOCFL level. If you are at Band A, wait until you have cleared Band B before putting it on a résumé for local-market positions.
TOCFL and APRC
Taiwan’s APRC (Alien Permanent Resident Certificate, 永久居留證) grants indefinite right of abode. The standard path requires five consecutive years of legal residence with substantial physical presence — 183 days per year minimum. Some pathways for foreign professionals offer faster tracks with different criteria.
In the points-based evaluation for APRC under the Act for the Recruitment and Employment of Foreign Professionals, language ability contributes to your overall score. TOCFL is the only Chinese proficiency test Taiwan’s immigration system officially recognizes for this purpose. Higher TOCFL levels translate into more points; the specific increments adjust with policy updates, but the structural principle is stable: Band C places you in a stronger position than Band B, which places you in a stronger position than no certificate at all.
For learners on a multi-year trajectory — finish language school, obtain a work permit, accumulate residence years — your TOCFL level compounds across time. The certificate you work toward during language school follows you into a residency application years later. A realistic sequence: clear Band B during the language school phase, upgrade to Band C during your working years, and carry the higher certificate into your APRC application.

Reaching B1 makes you eligible for work permit points; reaching B2 makes you competitive; reaching C1 puts you in a category that very few non-native Mandarin speakers achieve. Aligning Your Dangdai Study with Career Goals
The Dangdai-to-TOCFL roadmap maps curriculum progress directly to exam readiness. The career-relevant signposts:
Dangdai Books 1–2 → Band A territory. Demonstrates initial commitment but does not yet unlock work permit points or meaningful employer recognition. Completing Books 1 and 2 is necessary groundwork, not the destination.
Dangdai Books 3–4 → Band B territory. Level 3 (B1) becomes achievable around the midpoint of Book 3; Level 4 (B2) is realistic after completing Book 4 with consistent review. This is the range where employment and work permit value begins. Scheduling your first full TOCFL attempt while completing Book 3 is practical timing.
Dangdai Books 5–6 → Band C territory. Books 5 and 6 cover the formal written register (書面語) that Band C tests, but reaching C1 requires reading well beyond the textbook — newspapers, academic prose, and literary Chinese. Expect 10–14 months of sustained study after passing Band B before C1 is realistic at full-time intensity.

One scheduling note: SC-TOP and individual institutions may specify how recent a TOCFL score must be for particular applications. Certificates do not carry unlimited validity in every context. Check the requirement for your specific use case — graduate school admissions, scholarship applications, and employer onboarding all have their own policies — rather than assuming the certificate in your drawer is still sufficient years later.
